Summary
Grass Roots Campaign Finance Act of 1991 - Amends the Federal Election Campaign Act of 1971 to increase the limitation on contributions to candidates for Federal office to $2,000 (currently $1,000) in the case of an individual. Decreases the limitation on contributions to such candidates by multicandidate political committees to $2,500 (currently, $5,000) in the case of a nonparty multicandidate political committee. Establishes a provision for the voluntary limitation of contributions from outside the district and from other than individuals in the district of a candidate to the House of Representatives.
