Medicare Physician Competency Certification Act of 1987

Summary

Medicare Physician Competency Certification Act of 1987 - Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to condition a physician's receipt of Medicare payments for services furnished after 1992 on his or her having passed, during any of the previous seven years, a written competency examination. Requires the Secretary of Health and Human Services to: (1) establish standards for such examinations; (2) determine whether or not examinations offered by physician specialty societies or State medical boards on at least an annual basis meet such standards; and (3) offer a written competency examination at least twice each year beginning in 1990. Requires physicians who do not satisfy examination requirements to provide written notice to their patients, before furnishing services, that Medicare payments may not be made for such services. Directs the Secretary to report to the Congress periodically on other indicators of the quality of care furnished by physicians which may be used as substitutes for, or in conjunction with, competency examinations.
