Summary

Amends the Solid Waste Disposal Act to authorize appropriations for financial assistance to States and localities for the construction of solid waste management facilities. Prohibits the Administrator of the Environmental Protection Agency from enforcing specified regulations with respect to the closing or upgrading of open dumps for solid or hazardous waste disposal against any political subdivision of a State until sufficient Federal assistance has been provided to such subdivision to cover 100 percent of the cost of compliance with such regulations.
