Summary

Permanently Inhibit Gougers Act - Declares that it shall be unlawful for commercial vendors in areas designated as disaster areas to raise the price of products or services that are widely needed in such area by more than ten percent above the average retail price charged by that vendor during the preceding 90 days for them. Directs the Federal Trade Commission to prescribe implementing regulations. Sets forth a maximum civil penalty amount. Provides for a private right of action for violations of this Act.
