Summary

Motor Vehicle Safety Amendments Act of 1981 - Amends the National Traffic and Motor Vehicle Safety Act of 1966 to direct the Secretary of Transportation to amend Federal Motor Vehicle Safety Standard 208 (passive occupant restraint) to require manufacturers of more than 1,600,000 passenger cars which sold more than 200,000 cars in the United States in model year 1979 to: (1) install for model year 1983 a passive restraint system in each passenger car having a wheelbase not exceeding 114 inches; and (2) install for model year 1984 a passive restraint system in each passenger car. Exempts other manufacturers from any provision in the passive restraint standard which requires installation of a passive restraint system in a passenger car having a wheelbase from 100 to 114 inches, if the Secretary is satisfied that such car will not be produced after December 31, 1982. Directs the Secretary to report to Congress by July 1, 1985, on the effectiveness of such requirements.
