To require the Secretary of Homeland Security, in consultation with the Secretary of State, to submit a report on the effects of the Merida Initiative on the border security of the United States, and for other purposes.

Summary

Directs the Secretary of Homeland Security (DHS) to report to Congress regarding the Merida Initiative's effects on: (1) border security; (2) border violence; and (3) the illicit flow of arms and bulk cash across the U.S.-Mexico border. Defines "Merida Initiative" as the program announced by the United States and Mexico on October 22, 2007, to fight illicit narcotics trafficking and criminal organizations throughout the Western Hemisphere.
