Summary
Federal Rule Making Improvement Act of 1979 - Permits any person to request a Federal agency to initiate a rulemaking proceeding. Requires the agency to: (1) grant or deny such request within 120 days; and (2) initiate such a proceeding within 30 days after granting such request. Authorizes the requesting person to petition a United States court of appeals to order the agency to initiate such a proceeding if the agency denies or fails to act on such request. Specifies the conditions under which a court shall issue such an order.
