Summary

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to require a State, in order not to reduce by 50 percent the funds available for a fiscal year under the drug control and justice system improvement grant program, to have in effect a law which: (1) makes it unlawful to attempt to murder a woman whom the person knows is pregnant if death of the fetus results; and (2) provides a sentence of not less than 30 years or life imprisonment.
