Summary

Amends the Federal Water Pollution Control Act to eliminate the requirement that industrial users pay a proportional share of construction costs for waste treatment facilities as a condition of approval of Federal grants to assist States and localities in the construction of such facilities. Requires that recipients of Federal grants made after March 1, 1973, repay to industrial users such shares of the costs as previously required by the Act.
