A bill to amend title XVI of the Social Security Act to provide that certain aliens may not qualify for supplemental security income benefits unless they not only are permanent residents of the United States but have also continuously resided in the United States for a period of five years, and to provide that an alien may not be admitted to the United States unless a citizen of the United States agrees to provide support to such alien for a period of five years after admission, and for other purposes.

Summary

Amends title XVI (Supplemental Security Income) of the Social Security Act to require that resident aliens reside continuously in the United States for five years to qualify for supplemental security income benefits. Amends the Immigration and Nationality Act to prevent an immigrant from entering the United States unless a United States citizen (immigration sponsor) agrees to support the immigrant for five years from the date of admission at 125 percent of the current poverty level rates. Excuses the sponsor from performance if bankrupt.
