Summary
Amends the Higher Education Act of 1965 to establish a program of grants for prefreshman summer programs for disadvantaged students. (Adds such program to other provisions for Special Programs for Disadvantaged Students, also known as TRIO programs). Authorizes the Secretary of Education to make such grants to States to support such prefreshman summer programs for disadvantaged students. Sets forth application requirements and an allocation formula. Authorizes appropriations.
