Summary
Expresses congressional approval of the use of U.S. armed forces in Somalia exclusively for: (1) the protection of U.S. personnel, citizens, and facilities; and (2) the provision of assistance in securing open lines of communication for the free flow of supplies and relief operations. Requires all U.S. combat forces there to be under the exclusive command and control of U.S. commanders. Prohibits funding for the involvement of U.S. armed forces in Somalia after January 31, 1994. Allows such deadline to be extended if requested by the President and authorized by the Congress.
