Summary

Provides that for purposes of determining any rights to which an individual might be entitled by virtue of being a preference eligible, a civil-service position in the Library of Congress shall be considered to be within the competitive service. Directs the Office of Personnel Management to prescribe regulations to carry out this Act, including provisions to exclude from the above mentioned provisions any position which would not be part of the competitive service if the Library were within the executive branch.
