Summary
Resolution Trust Corporation Reorganization and Accountability Act of 1991 - Amends the Federal Home Loan Bank Act to abolish the Oversight Board of the Resolution Trust Corporation (RTC). Transfers management of the RTC from the Federal Deposit Insurance Corporation (FDIC) to the Board of Governors established by this Act. Declares such Board shall consist of five members appointed by the President with the advice and consent of the Senate from among private citizens with expertise in financial management and real estate management. Directs such Board to: (1) prepare and periodically revise a strategic plan for RTC operations; and (2) submit biannual status reports to the Congress.
