Requires the Secretary of the Interior to make a comprehensive study of the grizzly bear for the purpose of developing adequate and effective methods of conservation, and to insure humane treatment of such mammals. Calls for an immediate moratorium on all killing of such mammals until the study has been completed, and the Secretary's recommendations implemented. Authorizes appropriations to carry out the purposes of this Act.
