Summary

Congressional Committee Foreign Travel Reform Act of 1985 - Requires that all congressional committee foreign travel be approved in writing and in advance by: (1) the committee chairman for which the travel is performed; and (2) the Speaker of the House of Representatives or President pro tempore of the Senate, as appropriate. Requires the use of commercial air carriers to the greatest extent practicable. Requires the Speaker or the President pro tempore to formally request the Secretary of Defense (or Secretary of Transportation in the case of the Coast Guard) for the use of military aircraft for congressional committee foreign travel. Requires, prior to such request, that the proposed use be approved in advance and in writing by the committee with jurisdiction over the armed force involved. Directs the Speaker and President pro tempore to act jointly in cases of foreign travel of joint committees.
