Cable Channel Shifting Act of 1987 - Amends the Communications Act of 1934 to enable any local cable franchising authority to specify the channel or service tier on which the cable system must carry: (1) any channel designated for public, educational, or governmental uses; and (2) any broadcast signal required to be carried under Federal law.
