To prohibit the sale of certain lobsters, and for other purposes.

Summary

Prohibits the sale in interstate commerce of any whole lobster of the species homarus americanus, or part thereof, that: (1) is smaller than the minimum possession size in effect under the American Lobster Fishery Management Plan or any successor to such plan; (2) is bearing eggs attached to its abdominal appendages; or (3) bears evidence of the forcible removal of extruded eggs from its abdominal appendages. Specifies that such a violation shall be considered a violation of the Consumer Product Safety Act. Requires the Director of the National Marine Fisheries Service to: (1) undertake an annual study of the impact that the unavailability of undersized lobsters is having on the implementation of such plan; and (2) transmit the results to specified congressional committees.
