Summary

Social Security Care Provider Act of 1991 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide for an increase of up to ten in the number of years of either zero or low earnings disregarded in determining average annual earnings on which benefits are based provided such years were used to provide care to a child under the age of 12 or to a chronically dependent spouse or relative.
