Summary
Small Business Development Program Improvement Act of 1981 - Amends the Small Business Act to repeal the subcontracting program for socially and economically disadvantaged small businesses. Directs the Administrator of the Small Business Administration to submit to the House and Senate Committees on Small Business legislative recommendations for small business development programs with special attention to small businesses located in high unemployment or low income areas or owned by low-income individuals.
