Summary
Amends the Federal Salary Act of 1967 and the Legislative Reorganization Act of 1946 to provide that increases in rates of pay of Members of Congress shall not take effect until Congress adopts a concurrent resolution on the budget which provides for a level of total budget outlays for a fiscal year (including or beginning after the date on which the resolution is adopted) which does not exceed the recommended level of Federal revenues for that fiscal year.
