International Kidnapping and Extradition Treaty Enforcement Act of 1993 - Prohibits the prosecution by any U.S. governmental authority of persons forcibly abducted from a foreign place which has in effect an extradition treaty with the United States by agents of a U.S. governmental authority for purposes of a criminal prosecution in violation of international law.
