Summary

Arms Control Authorization Act of 1989 - Title I: Arms Control and Disarmament Agency - Amends the Arms Control and Disarmament Act to authorize appropriations for the Arms Control and Disarmament Agency for FY 1990 through 1991. Declares that the Director of the Arms Control and Disarmament Agency should study and report to the Congress on the advisability of establishing an Arms Control Implementation and Compliance Resolution Bureau to: (1) manage the implementation of arms control agreements; (2) coordinate the activities of certain specified commissions; and (3) prepare analyses and policy positions regarding the resolution of arms control compliance questions. Provides that the President should establish an Arms Control Verification Working Group to: (1) examine verification approaches to arms reduction and control agreements; and (2) assess the relevance for such agreements of the verification provisions of the INF Treaty. Permits the use of appropriations for expenses of travel of Agency personnel outside the United States that continues beyond the end of a fiscal year. Title II: On-Site Inspection Activities - Declares that: (1) the Secretary of Defense should provide to the On-Site Inspection Agency policy guidance formulated through an interagency mechanism established by the President; and (2) the Director of the Arms Control and Disarmament Agency should provide to the interagency mechanism appropriate recommendations for such guidance. Authorizes appropriations for the On-Site Inspection Agency for FY 1990 and 1991.
