Summary
Federal Debt Management Responsibility Act of 1991 - Amends Federal law to limit the issuance of proceeds of Treasury obligations to lend any amount to a newly established Government-related corporation, unless: (1) such corporation is a designated qualified corporation; or (2) such borrowing is approved in advance in an appropriations Act. Directs the Secretary of the Treasury to annually report to the Congress on the impact on the public debt of borrowing by Government-related corporations.
