Declares that certain rulings and administrative practices that were applied on June 30, 1996, to determine the American Samoa origin of textile and apparel products cut in American Samoa from fabric wholly formed in the United States for purposes of the customs laws and administration of quantitative restrictions shall apply on or after enactment of this Act.
