Summary

Authorizes the Secretary of the Interior to construct, operate, and maintain the Pollock-Herreid Unit, South Dakota, pumping division, Pick-Sloan Missouri Basin program, South Dakota. Prohibits for a period of ten years the diverting of any water from the unit authorized by this Act to any water user for the production on newly irrigated lands of any basic agricultural commodity, if the supply of such commodity is in excess of the normal supply. Requires the Secretary of the Treasury to determine the interest rate used during the construction, and on the unpaid balance of the interest bearing reimbursable costs to the unit. Authorizes to be appropriated for the construction of the Pollock-Herreid Unit $25,000,000 adjusted by any change in cost indexes.
