Summary

Amends the Federal Election Campaign Act of 1971 to prohibit a candidate for Federal office from accepting any contribution in an odd-numbered year from any source other than an individual. Sets forth a time limitation on any multicandidate political committee contribution that a candidate may accept. Sets forth a proportional limitation on certain total contributions from multicandidate political committees. Decreases the maximum permissible contribution which can be made by a multicandidate political committee.
