Summary
Authorizes the Board of Regents of the Smithsonian Institution to plan, design, and construct facilities for the National Air and Space Museum. Directs the Federal Aviation Administration to lease to the Smithsonian Institution, without compensation, land at Washington Dulles International Airport for expansion of the Museum. Authorizes appropriations. Prohibits the use of funds for Museum facilities until private donations equal appropriated amounts for the construction of the major component of such facilities.
