Summary
Regional Presidential Primaries Act - Requires States which conduct Presidential primaries to hold them only on the applicable date chosen by the Federal Election Commission. Directs the Commission to select by lot which of designated regions of States is to hold primaries on each of specified dates. Restricts voters registered with a party affiliation to those candidates seeking such party's nomination. Allows independent voters to vote for any candidate. Requires ballots in an election for delegates to a national nominating convention to indicate the Presidential candidate, if any, to which each candidate or delegate is committed. Conditions Federal matching payments on a Presidential candidate's entering at least one primary in each region.
