Summary
Drug-Free Military Installations Act of 1989 - Amends the Controlled Substances Act to impose enhanced penalties upon individuals distributing, possessing with intent to distribute, or manufacturing a controlled substance in or on, or within 1000 feet of, a military installation located in the United States. Sets a mandatory minimum sentence for such individuals, except with respect to offenses involving five grams or less of marijuana. Sets forth additional penalties for individuals who commit such offenses after a prior conviction under this Act. Places restrictions on such individuals' eligibility for probation or a suspended sentence, supervised release, or parole. Provides for enhanced penalties for a court-martial involving the distribution, possession with intent to distribute, or manufacture of a controlled substance in or on, or within 1000 feet of, a military installation.
