Summary
Amends the Magnuson Fishery Conservation and Management Act to include in State jurisdiction under the Act, notwithstanding the Alaska National Interest Lands Conservation Act, waters in the boundaries of Glacier Bay National Park in Alaska. Amends the Alaska National Lands Conservation Act to permit subsistence uses by local residents in the Park in certain circumstances. Regulates the number of passenger vessels over a specified tonnage which may cruise in Glacier Bay National Park and environs each calendar day between June 1 and August 31. Mandates a study by the Arctic Research Policy Commission and reports to specified congressional committees on the effects of vessels on whales in the Park. Authorizes appropriations.
