Amends the Food Security Act of 1985 respecting the conservation reserve program to: (1) permit State committees to allow grazing, harvesting, or other commercial forage use of conservation reserve land in response to drought, wildfire, flood, or other similar emergency; and (2) revise the Secretary of Agriculture's authority regarding such use.
