Summary

Amends the Legislative Reorganization Act of 1946, as amended by the Executive- Salary Cost-of-Living Adjustment Act, to establish the rate of pay for Members of Congress at the rate in effect on September 30, 1977. Amends the Federal Salary Act of 1967, as amended by the Executive Salary Cost-of-Living Adjustment Act, to exempt from review by the Commission on Executive, Legislative, and Judicial Salaries the rate of pay for the Vice President and for Members of Congress. Establishes the rate of salary of the Vice President at the rate in effect for such office on September 30, 1977.
