Amends the Federal Election Campaign Act of 1971 to require: (1) any radio advertisement of a candidate for Federal office to contain the voice of the candidate identifying the candidate by name and political party; and (2) any television advertisement of a candidate to contain a picture of the candidate and the voice of the candidate identifying the candidate by name and political party.
