Summary
Civil Rights Restoration Act of 1989 - Amends title VII (Equal Employment Opportunities) of the Civil Rights Act of 1964 to deem a prima facie violation of such title to have been made out by proof that the representation of the protected group is significantly less in the position or among the benefit recipients in question than among the qualified applicants (or likely qualified applicants) for the position, or the eligible persons (or likely eligible persons) for the benefit. Allows a defendant to rebut the showing by proving that each part of the selection process was a business necessity. Declares that nothing in specified provisions of this Act condones or compels percentage or numerical quotas.
