Amends the Small Business Act to empower the Small Business Administration to make loans to assist any small business to continue or reestablish its business at its existing location or at a new location, or to establish a new business at a new location as the Administration deems necessary if such concern has been adversely affected by the decision of a contiguous foreign nation to float that nation's specific currency.
