Directs the Secretary of Health and Human Services to make a grant to or contract with nonprofit organizations for: (1) the development and dissemination of curriculum and materials for responding to a terrorist event involving a nuclear, biological, or chemical element, addressed to the informational, educational, and/or planning needs of health care professionals, the general public, and local governments and businesses; and (2) establish and maintain an emergency medicine alert network for use at the Federal and State levels for information sharing concerning a terrorist event and response methods.
