Requires each Federal instrumentality to: (1) implement a program for recycling glass bottles, aluminum cans, paper, and plastics that are disposed of in the operation of the Government; and (2) procure goods composed of recycled materials unless the price of such goods exceeds by more than ten percent the price of alternative products.
