Summary
Capitol Airspace Enforcement Act - Amends federal transportation law to increase civil penalties for pilots who violate flight restrictions established by the District of Columbia metropolitan area Flight Restricted Zone (DC FRZ) and the District of Columbia metropolitan area Air Defense Identification Zone (DC ADIZ) for the national capital region airspace. Directs the Administrator of the Federal Aviation Administration (FAA) to require specialized pilot instruction on proper airspace use and compliance with flight restrictions in and around special flight rules areas established by the FAA, including pilot testing on such rules and restricted airspace and timely notices to airmen (NOTAMs) regarding national capital region airspace.
