Summary

El Salvador Humanitarian Assistance Act - Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance for the relief of needy people in El Salvador. Authorizes appropriations. Requires a specific amount of the authorized appropriations to be made available through private and voluntary organizations and international relief agencies to the Archdiocese of San Salvador and to other private and voluntary organizations that provide direct relief to needy people in El Salvador. Encourages the President to use money from other funds allocated under the Foreign Assistance Act of 1961 for aid to the needy people in El Salvador.
