Summary
Credit Card Customer Protection Act of 1999 - Amends the Truth in Lending Act pertaining to the imposition of late fees under an open-end consumer credit plan for failure to make payment by the due date. Requires that the periodic statement include: (1) the date by which the next periodic payment must be postmarked in order to avoid such fees; and (2) disclosure of any increase in interest rates for late payments. Mandates that an open end consumer credit plan which provides for an extension of credit secured by the consumer's principal dwelling disclose the due date determination method for any periodic payment on an outstanding balance.
