Summary

Congressional Access to Information Act - Permits either House of Congress, any committee or subcommittee thereof, and the Comptroller General, at the request thereof, to subpena or request any head of any Government agency or any employee of officer thereof to appear and give complete testimony or complete information pertinent to matters of legislative concern, pending legislation, or any congressionally authorized programs. Requires such person to affirm that such information is complete to the best of his or her knowledge. States that if such requested information is refused, the Comptroller General shall take all necessary measures to withhold all Federal funds from the officer, or employee, or for the operation of the agency involved until compliance with this Act. Permits the President to lawfully refuse to comply with this Act only with respect to information which relates to advice made to the President by specified individuals and information, recommendations, and discussions relating to the formulation of policy between the President and specified individuals. Permits either House and any committee, or subcommittee thereof, to bring a civil action to compel the President to provide information under this Act. Confers original and exclusive judicial jurisdiction under this Act upon a three-judge court for the District of Columbia.
