Summary
River Paddling Protection Act - Declares specified regulations regarding vessels on streams and rivers in Yellowstone National Park and on lakes and rivers in Grand Teton National Park in Wyoming to have no force or effect with regard to hand-propelled vessels. Prohibits the Secretary of the Interior from issuing substantially similar regulations that apply to such vessels. Considers the use of hand-propelled vessels on rivers and streams in the National Elk Refuge in Wyoming as a wildlife-dependent recreational use.
