Summary
Fair ATM Fees for Consumers Act - Amends the Electronic Fund Transfer Act to proscribe the assessment of an electronic terminal surcharge (ATM fee) against a consumer if the transaction: (1) neither relates to nor affects an account held by the consumer with the financial institution that owns or operates the electronic terminal; and (2) is conducted through a national or regional electronic banking network.
