Summary
Provides that the aggregate amount of assessed and voluntary contributions by the United States to the United Nation as and its affiliated agencies for any calendar year after 1971 shall not exceed an amount which bears the same ratio to the total budget of the United States and its affiliated agencies as the total population of the United States bears to the total population of all the member states of the United Nations.
