Summary
United States Naval Vessel Port Access Act of 1987 - Directs the President to terminate all defense cooperation and trade agreements providing for the harmonization, reduction, or elimination of trade barriers between the United States and New Zealand. Requires the President to impose restrictions to limit the import of casein and other milk protein products from New Zealand in amounts which exceed 50 percent of the annual average of such imports during the period 1982 through 1986. Authorizes the President to restore any terminated trade or defense agreement or terminate any import restriction if he determines that New Zealand has rescinded or modified its policy of restricting access of U.S. nuclear-powered or nuclear-armed naval vessels to its ports. Authorizes the President to terminate any defense cooperation and trade agreements providing for the harmonization, reduction, or elimination of barriers to trade between the United States and any nation that restricts access of such U.S. naval vessels to its ports. Authorizes the President to restore such agreements if he determines that such nation has rescinded or modified such restrictions.
