To improve the management of the public lands by revising the program administered by the Bureau of Land Management of the Department of the Interior providing certain payments to units of local governments.

Repeals a prohibition on payments to units of general local government for lands owned or administered by a State or unit which had been exempt from real estate taxes when the land was conveyed to the U.S. Government.
