Summary
Amends Federal law to prohibit the Department of the Interior from imposing fees for entrance to the City Point Unit of Petersburg National Battlefield, in the city of Hopewell, Virginia, unless: (1) the Secretary of the Interior has reimbursed the city for obligations and expenditures incurred for rehabilitation of National Park Service property located in the Unit adjacent to the James River; or (2) the fee does not apply to entrance by a city resident.
