Summary
Excludes receipts and disbursements of the Abandoned Mine Reclamation Fund from the Federal budget, the congressional budget, or the Balanced Budget and Emergency Deficit Control Act of 1985 Gramm-Rudman-Hollings Act). Amends the Surface Mining Control and Reclamation Act of 1977 to make Fund amounts immediately available for the purposes of such Act.
