Orderly Marketing and Food Security Act - Title I: Commodity Loan Limitation - Extends, under the Agricultural Act of 1970, commodity loan programs through the 1982 crops and raises the loan limit for a borrower from $20,000 to $100,000 in any one marketing year. Title II: Dairy - Extends through 1982 provisions of the Agricultural Act of 1970 respecting milk marketing orders, the dairy indemnity program, and the transfer of dairy products to the military and to Veterans' hospitals. Sets the price support at 85 percent of parity, allowing for quarterly adjustments but in no event a price support above 110 percent or below 80 percent of the cost of production. Title III: Wool Program - Extends the existing wool program through 1982. Title IV: Wheat - Extends specified aspects of the wheat program through 1982. Sets the loan level at 95 percent of the cost of production and specifies formulas for disaster payments. Replaces the existing marketing certificate program with an annual proclamation of a national production goal. Suspends the acreage allotment program through 1982. Title V: Feed Grain Program - Extends specified aspects of the feed grain program through 1982. Sets the loan level at 95 percent of the cost of production, allowing adjustments up to 110 percent or down to 80 percent. Specifies formulas for disaster payments. Directs the proclamation of a national production goal each year. Suspends the acreage allotment program through 1982. Title VI: Upland Cotton Program - Extends specified aspects of the upland cotton program through 1982. Changes the base of national production goals from number of bales to number of acres to be planted. Title VIII: Acreage Allotments and Set Aside Program - Establishes new acreage allotment and set aside programs for wheat, feed grains, cotton and soybeans for each of the 1978 through 1982 crops. Title IX: Reserve - Directs the Secretary of Agriculture to establish, maintain and dispose of a separate reserve of wheat, feed grains, and soybean inventories, and requires such reserve inventories, to the extent practicable, to be held by the producers through a long-term loan program. Title X: Rice - Extends through 1982 specified rice programs including national acreage allotment and allocation, payments and loans, and the suspension of marketing quotas. Title XI: Miscellaneous - Includes rice and soybeans in the Secretary's annual cost of production study. Directs the Secretary to determine the cost of production for each of the 1978 through 1982 crops of wheat, corn, upland cotton and soybeans. Extends through 1982 the commodity distribution, Food for Peace (Public Law 480), and Food Stamp programs. Establishes quotas under the Meat Import Act on a quarterly in place of the current annual basis, and includes processed meats in the quota system. Grants the Secretary power to reduce quotas during periods of domestic surplus or low prices (currently quota levels increase when surpluses occur). Establishes penalties, under the Packers and Stockyards Act, for the slaughter of specified excessive quantities of livestock owned by one packer. Revises the content of storage facility loans under the Commodity Credit Corporation Act. Title XII: Federal Crop Insurance - Establishes a temporary advisory committee to study the feasibility of: (1) expanding the Federal Crop Insurance program; and (2) modifying or eliminating the disaster payment program under each commodity program. Sets an expiration date in 1980 for the Federal Crop Insurance Act. Title XIII: Conservation - Amends the Soil Conservation and Domestic Allotment Act to provide financial assistance to agricultural producers based on farm and ranch conservation plans approved by local conservation districts, and to place administration of such assistance under the Agricultural Stabilization and Conservation Service.
